About this opportunity

The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Tucson Sector has issued a Special Notice of Intent to sole source a contract for an indoor firing range facility to 520 TACTICAL LLC. The notice indicates that CBP requires an indoor firing range for quarterly firearms qualification purposes, as they currently do not have a government-owned facility. Through extensive market research, CBP has determined that 520 TACTICAL LLC is the only vendor capable of meeting all their specific requirements, including range size, operating hours, and proximity to their headquarters. The proposed contract action will be conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) for commercial services. The notice is specifically for a sole source procurement, meaning CBP intends to negotiate with only one source.

The primary objective of this Special Notice is to secure an indoor firing range facility that meets the precise training needs of the Tucson Sector Border Patrol. Contractors interested in demonstrating their capability must submit their company's information to Contracting Officer Benjamin Dorgan via email by Friday, March 7, 2025, at 5:00 pm Eastern Time. The facility must provide a minimum of 10 firing lanes, accommodate various weapon types and ammunition, and be located within 5 miles of the Border Patrol Station. Eligible contractors must prove they can meet the detailed requirements outlined in the Statement of Work, including specific range dimensions, operational hours (Tuesdays and Fridays from 7:00am to 10:00pm), and compliance with Arizona state shooting range standards. The contract is structured with one base year and four one-year options, and the government will retain responsibility for providing firearms, ammunition, targets, and training materials. CBP emphasizes that a determination to proceed with this sole source procurement is entirely at their discretion, based on the responses received.
