About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has published a Notice of Intent to Sole Source a firm fixed price requirements contract for pyrotechnic gerb sticks to be used by the United States Army Parachute Team (USAPT) at Fort Bragg, North Carolina. The contracting officer has determined that only one contractor is capable of manufacturing the specifically required gerb sticks that meet the Army's performance and safety specifications. This sole-source acquisition, classified under NAICS code 325998 with a 650-employee size standard, represents a requirement for 3,500 units of silver droopy gerbs with specific technical parameters and performance characteristics. The notice was posted on April 13, 2026, and invites comments from interested parties prior to contract award.

The purpose of this procurement is to supply pyrotechnic devices for nighttime aerial demonstrations conducted by the Army Parachute Team's "Golden Knights," where the gerbs provide critical visual cues to maintain parachutist formation and situational awareness during aerial jumps. Interested parties must submit written comments no later than 10:00 AM ET on April 16, 2026, to both Mr. Kelly Tipple and Ms. Meagan S. Clavel via email, with the reference number PANMCC25P0000042393 in the subject line. The contracting officer conducted comprehensive market research across multiple databases including FPDS-NG, GSA, UNICOR, AbilityOne, SBA, and System for Award Management, which identified over 2,400 small businesses under the applicable NAICS code but found no alternative suppliers capable of meeting the Army's specific technical requirements. Contract delivery is required on or before May 1, 2026, and the sole source justification is based on the incumbent contractor's unique capabilities, enhanced visibility performance, and eight years of proven reliability, while competing products have demonstrated deficiencies that create unacceptable safety and equipment damage risks.
