About this opportunity
The Department of Energy has issued a Notice of Intent to sole source a contract modification to BW Research Partnership, Inc. for the United States Energy and Employment Report (USEER). This special notice, posted on July 3, 2025, with a due date of July 18, 2025, informs industry of the government's intent to extend the existing contract's base period services for four months and add an eight-month option period. The sole source award will be made under the statutory authority 41 USC 3304(a)(1) and FAR 6.302-1, which allows for contracting when only one responsible source can satisfy agency requirements. The intended contractor, BW Research Partnership, Inc., is located in Carlsbad, California, and will continue supporting DOE's Office of Policy through this contract modification. The work falls under NAICS code 541720 for Research and Development in the Social Sciences and Humanities.
The primary purpose of this contract is to conduct a comprehensive survey and analysis of energy sector employment across the United States for the 2025/2026 USEER. The justification emphasizes that BWR possesses unique capabilities, including a proprietary system for collecting energy jobs data through nationwide surveys that capture employment across renewable and fossil energy generation, distribution, transmission, energy efficiency, transportation, and motor vehicles sectors. The report will provide detailed employment data for five major energy sectors, with specific focus on jobs related to the Bipartisan Infrastructure Law and Inflation Reduction Act, including construction of new manufacturing facilities, warehouses, logistics centers, and ports. Since this is a sole source notice rather than a competitive solicitation, there are no eligibility criteria for other contractors to participate. The government has determined that BWR is the only contractor capable of integrating data from different sources to achieve the comprehensive detail required by Congress within the necessary timeframe.
