About this opportunity
The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract to the University of Michigan for access to their proprietary vaccine cost-effectiveness models and associated reports. The contract will have a base year with four potential option years, focused on obtaining detailed cost-effectiveness estimations for vaccines. CDC has determined that the University of Michigan possesses unique models not available from any other source, justifying a sole source procurement under FAR 6.302-1. Interested parties have until April 11, 2025, at 3:00 PM EDT to submit responses expressing their capabilities or interest in the contract opportunity. Any responses received within 15 days of the notice's issuance will be considered by the government in determining whether to proceed with a competitive or sole source acquisition. Responses should be emailed to contract specialists William O'Bryan and Ruben Reyes-Colon at the provided email address.
The procurement is categorized under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a PSC code of AN42 for Health R&D Services. No specific set-aside has been designated for this opportunity. While the specific contract value is not disclosed, the multi-year structure suggests a potentially significant investment in vaccine cost-effectiveness research. The sole source nature of the contract indicates that the University of Michigan's models are considered uniquely qualified and essential for CDC's vaccine research and evaluation needs. The contract's focus on detailed vaccine cost-effectiveness modeling suggests a highly specialized and technical requirement that demands specific expertise not widely available in the research community.
Notice text
The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract to the University of Michigan for access to the University of Michigan's proprietary models for the cost-effectiveness of vaccines and for reports based on these proprietary models. This contract will be for a base year plus four option years. CDC is not aware of any other models capable of estimating the cost-effectiveness of vaccines at the level of detail required.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government for the purpose of whether to conduct a sole source acquisition. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response should be emailed to contract specialist William O’Bryan at rvq0@cdc.gov and contract specialist Ruben Reyes-Colon by 3:00 PM EDT on April 11, 2025.
