About this opportunity

The Indian Health Service, operating under the Department of Health and Human Services, published a Notice of Intent to award a sole source contract to CDW Government LLC for Unitrends hardware and software support services at the Mescalero Service Unit in Mescalero, New Mexico. This special notice was posted on April 29, 2026, and invites responses through May 8, 2026. The contracting action seeks a firm-fixed price contract valued below the simplified acquisition threshold and is pursuing a waiver from competitive procurement pursuant to FAR 6.302-1, claiming that only CDW Government LLC can satisfy the agency's requirements based on market research. The sole source determination is grounded in the critical nature of the existing Unitrends infrastructure currently deployed for system backups, restorations, and disaster recovery functions at the facility.

The objective of this notice is to notify potential competitors that the Indian Health Service intends to award this contract noncompetitively and to provide an opportunity for interested parties to submit clear and convincing evidence that competition would be advantageous to the Government, feasible without imposing cost or time constraints, and compatible with the agency's mission objectives. Interested contractors must submit responses by the May 8, 2026 deadline and direct inquiries to Contract Specialist Tamela Richards at Tamela.Richards@ihs.gov, including "Notice of Intent -Questions Submission" in the subject line. There are no specific eligibility criteria stated beyond the requirement to demonstrate how competition would benefit the Government; however, responses must substantiate that alternative sources exist and that competitive procurement is both practical and advantageous. The Government retains sole discretion to determine whether to proceed with the competitive procurement and will not reimburse respondents for costs incurred in submitting information to this notice.

Notice text

The Albuquerque Area Indian Health Service for Albuquerque Service Unit hereby submits a Notice of Intent to award a sole source, firm-fixed price contract to CDW Government LLC, UEI: PHZDZ8SJ5CM1, to provide Unitrends hardware and software support services for the Mescalero Service Unit located in Mescalero, NM.

UNITRENDS hardware and software are currently deployed at the Mescalero Service Unit to perform system backups, restorations, and disaster recovery functions. These services are essential to maintaining system availability, protecting data integrity, and supporting continuity of operations. A lapse in licensing or support would increase operational risk that could lead to disruptions in mission-critical systems, reduced recovery options, and potential exposure to security vulnerabilities.

The estimated total value for this requirement is below the simplified acquisition threshold.

The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency requirements and is based on market research.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency.

The determination not to compete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred for responding to this notice.

This is not a request for quotes or proposals.
