This special notice, posted on February 24, 2026, is informational in nature and invites interested parties to submit capability statements rather than serving as a formal request for competitive quotations. The contracting vehicle will be a Firm-Fixed-Price contract awarded on a sole source basis, meaning the Government does not intend to conduct open competition. The contract falls under the Security Guards and Patrol Services NAICS category (561612) and Housekeeping-Guard PSC category (S206). Capability statements shall not exceed 10 pages and must be submitted electronically to Cynthia.Gray@hhs.gov by the March 9, 2026 deadline. Eligible contractors must possess demonstrable experience providing armed event security services of similar size and scope, the capacity to deploy licensed security personnel, and proven expertise with advanced security technologies and K9 services. The contract scope encompasses project management, staffing, K9 sweeps, uniformed and plainclothes security officer deployment, roving supervisory personnel, and security protocol execution during the conference and associated pre- and post-event periods.
