About this opportunity

The U.S. Army Corps of Engineers, Portland District intends to sole-source award a firm-fixed-price contract to Worthington Products LLC for TUFFBOOM Waterway Barrier and Domestic Interconnection Hardware for Foster Dam in Linn County, Oregon, with a response deadline of 12:00 PM PDT on May 20, 2026. This is a Total Small Business set-aside.

The procurement addresses replacement of the dam's debris boom system, which has exceeded its 10-year lifecycle and requires excessive repairs, creating operational risks and public safety hazards at the recreational reservoir. The government intends to purchase 100 TUFFBOOM Waterway Barrier units with Self Rescue Handle (orange color) pre-assembled with Patent-Pending Shackle-Free 90-kip cast bottom plates and 3-Link chain, plus 100 Tuffboom Domestic Interconnection Hardware units and associated freight to Foster Boneyard in Sweet Home, Oregon.

Each floatation log must measure 16 inches nominal diameter and 120 inches in length with an average dry weight of 141 pounds. Specifications require three-component construction: external polyethylene encasement (rotationally molded linear low-density or medium-grade polyethylene, minimum 0.935 g/cm3 density, 0.170-inch wall thickness), internal polystyrene foam fill meeting ASTM C-578 (0.9 to 1.2 pounds per cubic foot density, minimum 95% fill), and internal structural steel channel (ASTM A572-Grade 50, 4-inch external width, 57,000-pound minimum ultimate tensile strength). All external hardware must be galvanized steel; non-metallic materials are prohibited. The manufacturer must demonstrate minimum five years' experience providing log booms for this purpose.

Interested firms must submit written capability statements by May 20, 2026 showing clear and convincing evidence that competition would be advantageous to the Government. If no affirmative responses are received, the solicitation will proceed directly to Worthington Products LLC.
