About this opportunity
The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) has published a Special Notice regarding a sole source contract modification with TRM Labs, Inc. This notice was posted on January 26, 2026, and announces the agency's intent to increase the ceiling on an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract without competitive bidding. The modification falls under Federal Acquisition Regulation (FAR) 6.103-1(b), which permits sole source contracting when only one source is reasonably available. The contract will support the Homeland Security Investigations Cyber Crimes Center (C3) in providing forensic software and support services for criminal investigations. This notice is informational only and does not constitute a formal request for quotation.
The primary objective of this contract modification is to expand the financial ceiling of the existing IDIQ contract (70CMSD22D00000002) to accommodate increased demand for TRM's forensic software capabilities and associated support services. The contracting officer has determined that TRM Labs possesses unique capabilities that make it the sole reasonably available source for this work. The due date for any inquiries or concerns is February 2, 2026, and interested parties should direct questions to Contract Specialist Bryan Ford at bryan.j.ford@ice.dhs.gov. This opportunity falls under the Software Publishers NAICS category (513210) and does not employ a set-aside restriction. The government reserves the right to determine whether to compete this contract action, and contractors should note that this notice is provided for transparency purposes rather than as an invitation to submit competitive proposals.
Notice text
The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) on behalf of Homeland Security Investigations (HSI) Cyber Crimes Center (C3), intends to solicit from a single source under the authority of FAR 6.103-1(b) to TRM Labs, Inc. for TRM forensic software and support services to assist in criminal investigations. The resultant contract action will be a modification to raise the ceiling on an existing single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract (70CMSD22D00000002), which was awarded to TRM Labs.
The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available based on the capabilities of the source. This notice is for informational purposes only and is not a request for quote (RFQ). A determination not to compete this proposed contract based on this notice is within the discretion of the government Contracting Officer.
Any questions or concerns should be sent to the Contract Specialist, Bryan Ford, at bryan.j.ford@ice.dhs.gov
