About this opportunity

The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) Office of Acquisition Management in Irving, Texas has issued a Notice of Intent to Sole-Source contract award to TRM Labs, Inc. for TRM forensic software and support services. The agency intends to utilize the authority under FAR 6.302-1 to procure these services from a single source without competition. This special notice pertains to a contract modification that will raise the ceiling on an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract number 70CMSD22D00000002 that was previously awarded to TRM Labs. The contracting officer has determined that only one source is reasonably available based on the required capabilities. The notice was posted on June 9, 2025, and falls under the NAICS code 513210 for Software Publishers.

The primary purpose of this special notice is to inform the contracting community of ICE's intent to proceed with a sole-source contract modification rather than conducting a competitive procurement process. Interested parties have until June 16, 2025, to submit any questions or concerns to Contracting Officer Bryan Ford at bryan.j.ford@ice.dhs.gov. The notice explicitly states that it is for informational purposes only and does not constitute a request for quotes from other potential contractors. No specific eligibility criteria are outlined since this is a sole-source procurement, meaning only TRM Labs is being considered for the contract modification. The contracting officer retains discretion in determining whether to proceed with the non-competitive award based on this notice, and the decision will depend on whether the circumstances justify limiting the procurement to a single source due to TRM Labs' unique capabilities in providing the required forensic software and support services.
