About this opportunity

The Substance Abuse and Mental Health Services Administration intends to negotiate and award a sole-source purchase order to the National Academies of Science, Engineering, and Medicine for annual membership fees and dues in NASEM's Forum on Mental Health and Substance Use Disorders. The purpose is to allow SAMHSA participation in decision-making and knowledge-sharing with other member organizations on issues related to mental health and substance use disorders. Interested parties were requested to identify their capability to fulfill requirements by July 17, 2023, though a non-competitive award to NASEM is anticipated based on its unique member services and resources in the field. The period of performance is August 2023 through July 2024 with four optional one-year extensions.

There is no set-aside designation for this requirement. NASEM's Forum on Mental Health and Substance Use Disorders is considered uniquely qualified to fulfill the government's needs based on its membership roster and subject matter expertise. The base period of performance is one year with options that could extend the contract through July 2028.

Notice text

The determination by the Government to make this a single-sole source requirement is based upon the market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that NASEM’s Forum on Mental Health and Substance Use Disorders, provides unique member services that are not available through any other source. Their resources on issues such as suicide prevention, serious mental illness, and the use of data analysis are considered some of the best in the field. In addition, membership with NASEM will allow SAMHSA to participate in decision-making and knowledge-sharing with other active members such as the American Psychological Association, National Institute on Drug Abuse, Department of Veterans Affairs, and the American Psychiatric Association.
