About this opportunity
The Space Systems Command (SSC) Military Communications & Positioning, Navigation and Timing (CGK) Division, part of the Department of the Air Force, has issued a Special Notice of Intent to Sole Source a contract modification to Lockheed Martin Corporation. The notice, posted on March 31, 2025, relates to the Mobile User Objective System (MUOS) Service Life Extension Phase I. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, the government intends to extend the current contract performance without competitive bidding. The SSC has determined that competition would result in substantial cost duplication and unacceptable delays in meeting agency requirements. The sole source contract modification will be located at 1111 Lockheed Martin Way in Sunnyvale, California.
The primary objective of this Special Notice is to extend the MUOS Service Life Extension Phase I contract for six months, from August 2, 2025, through February 1, 2026, with additional one-month options potentially extending to August 1, 2026. While the notice is primarily a sole source announcement, the government will consider responses from interested parties explaining why they should be considered for the requirement. Contractors wishing to be evaluated must submit a detailed rationale by 1:00 PM PDT on April 14, 2025, to the designated points of contact: Sandy Roche (Contracting Officer) and Patrick Heppard (Contracting Specialist). The government will solely determine whether to compete the procurement based on the responses received. Notably, the SSC/CGK will not reimburse any costs associated with providing capability information. The opportunity falls under the Engineering Services NAICS category (541330) and Space R&D Services PSC category (AR15).
Notice text
The Space Systems Command (SSC) Military Communications & Positioning, Navigation and Timing (CGK) Division, Los Angeles Air Force Base, California, in accordance with FAR 6.302-1, intends to issue a sole source contract modification to the Lockheed Martin Corporation for the continued performance of risk reduction and early design for the Mobile User Objective System (MUOS) Service Life Extension Phase I. The additional performance will allow for a six month extension with performance starting 2 August 2025 through 1 February 2026 with six additional one-month options to 1 August 2026 to ensure continued performance in case of any additional unplanned delays. The Government has determined that competing this requirement would result in substantial duplication of cost that would not be recoverable through competition and unacceptable delays in fulfilling the agency’s requirements.
The continued performance is needed at 1111 Lockheed Martin Way, Sunnyvale, CA 94089.
This notice serves as the notification of intent to award a sole-source contract action in accordance with FAR 5.203(a) and is not a request for competitive proposals. However, the Government will consider all responses received by 1300 PDT, 14 April 2025.
