About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) intends to negotiate a sole-source, firm-fixed-price purchase order with RVET Operating, LLC of Williamsburg, Virginia, for booths at job fairs that RVET hosts, with responses due November 4, 2026 and award anticipated by November 13, 2026. The Set Aside line is Total Small Business, and the action proceeds under RFO Part 12 procedures.

Events covered include those on military installations, city-based events, virtual events, and private in-person events, which OMAO requires because it needs a partner with access to potential employees at current military service locations or within the immediate vicinity of Department of Defense installations. OMAO is recruiting wage mariners, including masters, mates, engineers, deckhands, and stewards, to crew NOAA research and survey vessels alongside the NOAA Commissioned Officer Corps, with a stated emphasis on transitioning or soon-to-be-separated military veterans.

The sole-source justification states that RVET Operating is the only company contracted by the US Army's Human Resources Command and the Department of Labor for veteran hiring, hosts more than 100 job fairs annually, and is the only source with authority to grant booth access to its events. The procurement cites NAICS 561311, Employment Placement Agencies, with a size standard of $34 million, and PSC X1AB, Lease/Rental of Conference Space and Facilities.

OMAO requires a large variety of a wage mariner workforce, including masters, mates, engineers, deckhands, and stewards. To achieve this, OMAO conducts targeted outreach through a variety of methods, including attendance at national recruiting events such as job and career fairs. OMAO seeks to increase its efforts to reach out to military veterans, to include transitioning or soon to be separated military veterans when pursuing opportunities to fill current OMAO wage mariner requirements.
