About this opportunity

The 30th Contracting Squadron, Department of the Air Force Space Command, intends to sole source a contract to Reed Joseph International for maintenance and servicing of the Scare Wars Radio Controlled Bird Deterrent System at Vandenberg Space Force Base, California, with a response deadline of May 28, 2026 at 0900 PDT. Market research indicates Reed Joseph International is the only contractor qualified to perform maintenance and servicing on this proprietary system. The 30th Operations Support Squadron is executing Phase II of a replacement parts procurement initiated in 2025, covering 28 ScareCrows BASH cannon system controllers, modems, receivers, 12-volt batteries and associated wiring, and 3 handheld radios that have reached end-of-life due to coastal marine corrosion. The contracting officer certifies the anticipated cost is fair and reasonable; Reed Joseph International maintains the system through trained technicians and supplies replacement components that maintain optimal operating condition and prevent failures. Firms seeking to challenge the sole source determination must submit an interest letter demonstrating equivalent capability by May 28, 2026, explaining why they should be considered. The Government will consider all proposals received within 7 days of publication but retains sole discretion to decline competition based on responses. NAICS 811210 applies; small business size standard is $34 million. Contact Christopher Hummel, Contracting Officer, or TSgt Moses Flores, Contracting Specialist, 30th Contracting Squadron, christopher.hummel.6@spaceforce.mil or moises.flores.1@spaceforce.mil.
