About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice of Intent to Sole Source a purchase order to Nor Labs Inc. for a Kion Cloud Spend License Subscription. The notice pertains to the renewal of an annual platform license that will enable NETL to manage cloud services across multiple cloud service providers. Specifically, the subscription will allow management of up to 500,000 in cloud services across three instances with standard software support. NETL has determined through market research that Nor Labs Inc. is the only known source capable of providing this specific cloud management solution. The sole source procurement is being conducted under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures.
The primary objective of this Special Notice is to secure continued cloud infrastructure and billing management capabilities for NETL's cyber operations. Interested parties who believe they can meet NETL's requirements have until 3:00 PM ET on December 11, 2024, to submit written evidence of their capabilities directly to the purchasing agent, Rebekah Parks, via email. The notice emphasizes that this is not a request for quote or proposal, but an opportunity for potential alternate sources to demonstrate their ability to fulfill NETL's specific cloud management needs. The government retains sole discretion in determining whether to proceed with a competitive procurement based on responses received. The Kion platform will provide NETL with a centralized interface for managing cloud accounts across different providers while meeting three critical cyber operation objectives. Any submissions will be evaluated strictly for the purpose of determining potential competitive procurement options.
