About this opportunity
The 99th Contracting Squadron, under the Department of the Air Force Air Combat Command, issued a Notice of Intent to Sole Source to Infinite Technologies Inc. for Fuel Transaction Program Management (FTPM) software services on February 5, 2026. This special notice announces the Air Force's intention to award a sole source purchase order under FAR 13.106-1(b)(1), justified by the unique and highly specialized nature of the required services. The contracting officer has determined that Infinite Technologies Inc. is the only source capable of providing FTPM at the required level of quality. Prior market research and competitive solicitation efforts, including a Sources Sought notice, confirmed that no alternative vendors or authorized resellers of this software exist. The government is accepting capability statements from interested sources to determine whether to proceed with competitive procurement or continue with the sole source award.
Interested contractors must submit capability statements by February 10, 2026, at 10:00 AM Pacific Time via email to Christian.Jacobson@us.af.mil, with all attachments not exceeding 10 MB in total and formatted as Microsoft Word or Adobe PDF files. The capability statements must include technical data and cost information with convincing evidence demonstrating the ability to meet the requirement; submissions that only pose questions will not be considered affirmative responses. Contractors are responsible for contacting the government prior to the deadline to confirm receipt of their submissions. The FTPM software is an enterprise web-based system designed to provide the 57 Wing's Refueling Document Control Officers with tools to manage fuel receipts efficiently and integrates with critical Department of Defense systems including DLA EEBP, CRIS, DEAMS, and REMIS to ensure compliance with MIL 11-253. This opportunity is classified under NAICS 541519 (Other Computer Related Services) and PSC 7A20 (IT and Telecom - Application Development Software).
