About this opportunity
The United States Marine Corps (USMC) Regional Contracting Office at Marine Corps Installations-National Capital Region (MCI-NCR) intends to sole source a contract for renewal of a subscription to administer the Criteria Cognitive Aptitude Test (CCAT). This procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures with a justification for using only one responsible source. The primary objective is to continue using the CCAT, which replaced the General Classification Test in December 2019 as the sole in-service aptitude test for Marine Officers. While the solicitation is not requesting competitive quotes, interested parties may submit capability statements or quotations for consideration by January 7, 2025, at 08:00 a.m. Eastern Time. All responses must be emailed to Ana Manavi at anarosa.manavi@usmc.mil, with late submissions being automatically disqualified.
The contract is designated as a Total Small Business set-aside under NAICS code 541612 for Human Resources Consulting Services. Criteria Corp, located in West Hollywood, California, is the intended sole source contractor for this procurement. The contract will have a base year from January 14, 2025, through January 13, 2026, with four additional 12-month option years potentially extending the contract through January 13, 2030. The place of performance is Quantico, Virginia 22134. Since its adoption, over 7,076 Marine Officers have taken the CCAT, with the test data being utilized for officer assignment, classification, and developing machine learning predictive models. Criteria Corp is already registered in the System for Award Management (SAM) as a small business, which aligns with the procurement's small business set-aside designation.
