About this opportunity

Vandenberg Space Force Base, operating under the Department of the Air Force Space Command, has published a Notice of Intent to Sole Source a contract to Brigham Young University for the acquisition and operation of sonic boom acoustic monitoring stations. This special notice, posted on December 12, 2025, announces the Government's intention to award a firm fixed-price contract for a one-year period of performance without competitive bidding. The procurement falls under NAICS Code 541690 (Other Scientific and Technical Consulting Services) with a business size standard of $19,000,000. The Contracting Officer has determined that only Brigham Young University is reasonably available to fulfill this requirement, justifying the sole source acquisition under FAR 13.106-1(b)(1)(i). This notice is published for informational purposes and serves as formal notification of the non-competitive procurement decision.

The contract objective is to measure, analyze, and report on ascent sonic booms and launch noise through the operation of long-term and short-term acoustic monitoring stations, PCBoom modeling with measured data, and analysis of meteorological data. Brigham Young University possesses proprietary software necessary to integrate with Government-owned acoustic monitoring stations and deliver the required analysis and reporting services; awarding the contract to another vendor would necessitate developing new systems and software, resulting in substantial costs and operational delays. The Government indicates that timing is critical, as delays in station placement will cause loss of launch acoustic data during the most active period in the surrounding area from winter into spring. Interested parties have until December 17, 2025, to submit inquiries or comments regarding this sole source determination. Only Brigham Young University is eligible to bid on this contract, as it is the sole source provider with the specialized capabilities required.
