About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground announces its intent to sole source casting and forging services for an experimentally designed alloy to Metalwerks Inc., with responses due August 7, 2026. The procurement is a commercial firm fixed price contract under FAR 12.102, with no set-asides applied.
Place of performance is Aberdeen Proving Ground, Maryland. The requirement involves manufacturing Vacuum Arc Remelted ingots measuring 9 inches in diameter, radial forging them into 4-inch diameter rods at temperatures between 2100–1700 degrees Fahrenheit, sectioning the forged rods into 5 equal sections, annealing at 1250 degrees Fahrenheit, and shipping to Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005. Delivery is required within 40 weeks after contract award with FOB Destination terms.
The sole-source justification rests on experimental continuity and unique technical requirements. Metalwerks previously developed the base material and possesses the only integrated domestic capability to produce the mid-range 9-inch diameter ingot using proprietary Vacuum Induction Melting and Vacuum Arc Remelting processes followed by rotary forging. The Army Research Laboratory's historical alloy development databases and machine learning models were built using Metalwerks's proprietary capabilities; alternative sourcing would introduce uncontrollable variables in furnace atmospheres, thermal-mechanical processing, and trace element composition, breaking critical data continuity essential to the Future Medium Machine Gun project. Market research confirmed competing vendors Special Metals Corporation and Sophisticated Alloys Inc. lack the required integrated casting-to-forging capabilities.
Offerors must provide business size certifications, CAGE/UEI numbers, tax identification numbers, country of manufacture information, and points of contact. Payment terms are NET 30 with 100% payment upon final inspection and acceptance. The NAICS code is 331410, Nonferrous Metal Smelting and Refining; PSC is 9650. Contracting Officer William Nuamah manages the procurement.
