About this opportunity
The U.S. Department of Homeland Security, Homeland Security Investigations, intends to sole-source a contract to Pen-Link, Limited for telecommunications analysis software support for the HSI Technical Operations Center investigations, with responses due by October 26, 2026 at 10:00 AM ET.
DHS has determined that only one source is reasonably available based on the capabilities required and the proprietary nature of the services. The contract will be firm-fixed-price with a one 12-month base period and four 12-month option periods. The system must support a minimum of 500 geographically dispersed concurrent users with unlimited data storage capacity capable of processing at least 10 terabytes of communication records. Required capabilities include cloud-based deployment within the ICE/HSI security boundary, data ingestion from phone records, call detail records, cell tower location data, GPS, financial information, email, social media platforms (Yahoo, Google, Microsoft, Snapchat, Instagram, Facebook, X/Twitter, WhatsApp), and mobile device forensic extractions. The system must provide live intercept capabilities supporting CALEA/Title III compliance, advanced search and analytics, geo-temporal mapping with 3D capability, native integration with the Homeland Security Task Force deconfliction platform, and an embedded Generative AI assistant leveraging ICE/HSI-provided Azure AI accounts with strict compliance preventing training of external AI models.
Interested parties may submit a maximum five-page response demonstrating capabilities relative to the Statement of Need. This notice may constitute the only posting for this acquisition. Generic marketing materials will not be evaluated.
