The Air Force Installation Contracting Center (AFICC 338 ESS/PKAD) at Joint Base San Antonio-Randolph announced a notice of intent to sole source an indefinite delivery, indefinite quantity (IDIQ) contract for rotary wing airlift support services to Air Center Helicopters Inc. (Burleson, Texas) with a response deadline of June 5, 2026. The procurement is restricted to a single responsible source under FAR 6.103-1; no other supplies or services will satisfy agency requirements.
Air Center Helicopters is the sole vendor capable of meeting the Special Warfare Training Wing's unique operational requirements: operating both small and large airframe helicopters that are AMC CARB certified; providing cabin doors and FRIES bars on both aircraft sides; maintaining functional hoists rated to 550 pounds; furnishing a minimum of eight night vision goggles available for all contractor aircrew; and supporting up to eight combat personnel plus one instructor per sortie. The vendor must maintain a fleet large enough to provide replacement aircraft at each location within 36 hours to ensure mission continuity should maintenance be required.
The contract spans January 31, 2027 through January 30, 2032 and supports training operations for pararescue, combat rescue officer, combat control, and special reconnaissance personnel at Kirtland Air Force Base, New Mexico and Pope Army Airfield, North Carolina. Required performance includes 95 percent monthly operational availability, estimated baseline flight operations of 585 annual wet blade hours and 185 annual ferry hours, and day and night alternate insertion and extraction operations. The contractor supplies all aircraft, personnel, fuel, maintenance, and support equipment. This notice is not a request for proposals or quotations; interested parties believing they meet requirements may submit relevant documentation.
