About this opportunity
The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity (HECSA) has issued a Notice of Intent to award a sole source contract to the University of Michigan for IMPLAN Economic Data Integration and Operational Workflow Execution within Regional Economic Systems. This Special Notice, posted on August 1, 2025, announces the agency's intention to award a firm fixed-price contract under single source authority rather than through competitive procurement. The contract will support the integration of the latest IMPLAN economic data and multipliers into the RECONS model framework. The notice specifically states this is not a request for competitive proposals and serves as advance notification of the planned sole source award. USACE will utilize the authority under 10 U.S.C. 2304(C)(1) or 41 U.S.C. 253(C)(1) as implemented in FAR 13.106-1(b)(1)(i) for this procurement.
The primary objective is to enhance the IWR RECONS Team's capability to support economists and planners across USACE in conducting seamless and reliable regional economic development (RED) analysis. The contract includes a 15-month performance period and requires the contractor to provide integration support for IMPLAN economic data, general workflow assistance, and procedural guidance in accordance with USACE-certified analytical frameworks. Interested parties who believe they can demonstrate that competition would be advantageous to the government have until August 15, 2025, to submit responses with clear and convincing evidence. However, the sole source justification indicates the University of Michigan (specifically noting Dr. Yue Cui from Michigan State University in the attached documents) possesses unique institutional knowledge as a pioneering member of the original RECONS model development team. The procurement falls under NAICS code 541990 for professional, scientific, and technical services, and responses will only be used for planning and market research purposes with no guarantee of consideration or acknowledgment.
