About this opportunity

The 764th Enterprise Sourcing Squadron at Ramstein Air Base, Germany has published a Notice of Intent to Sole Source for the procurement of an ATOS/Ranger System from Stone Aircraft Maintenance Solutions LLC. This special notice, issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa, announces the government's intention to award a purchase order without competition under FAR 13.106-1(b)(1)(i) authority. The system will support tool ordering operations for the 86th Aerospace Ground Equipment Units at Ramstein AB and four other USAFE locations throughout Europe. The procurement is set aside for total small business participation and falls under NAICS code 518210 for computing infrastructure and data processing services. The contracting activity has determined that Stone Aircraft Maintenance Solutions is the sole source capable of providing this specialized software solution.

The primary objective of this procurement is to digitize tool ordering and equipment management processes for aerospace ground equipment operations across multiple European military installations. The RANGER system will utilize mobile devices and applications to enable maintainers to order tools in advance, request and prioritize equipment delivery, and maintain digital transaction logs while reducing radio channel congestion. Interested parties have until August 25, 2025 at 4:00 PM Central European Time to submit clear and convincing evidence of their ability to meet the requirements, though the government does not anticipate receiving responses to this notice. Market research conducted by the contracting officer revealed that no other contractors are currently capable of immediate development of similar capabilities, and creating alternative solutions would pose significant operational risks to USAFE flying operations. The system will include 21 mobile-data enabled devices, ancillary equipment, customer support, and dashboard capabilities to manage over 350 pieces of heavy equipment across the European theater. While this notice is not a request for competitive proposals, companies demonstrating future capabilities may be considered for subsequent solicitations as the market develops.
