About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Special Notice announcing its intent to award a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Northrop Grumman Systems Corporation for the Stand-in Attack Weapon (SiAW) and Advanced Anti-Radiation Guided Missile-Extended Range (AARGM-ER) weapon systems. This sole source procurement is being conducted under FAR 6.302-1 authority, with the contract anticipated to be awarded on or about October 1, 2025. The notice indicates that Northrop Grumman is the only known company with the detailed technical knowledge and access to weapon technical data necessary to provide the required goods and services for both weapon systems as the Original Equipment Manufacturer. The acquisition falls under NAICS code 336414 for Guided Missile and Space Vehicle Manufacturing. The notice includes an updated NAICS code designation and maintains the sole source justification based on Northrop Grumman's unique capabilities and technical data access.
The primary purpose of this procurement is to establish comprehensive lifecycle support for both the SiAW and AARGM-ER weapon systems through December 2026, with eight additional one-year options extending potentially through December 31, 2034. The contract scope encompasses production and research and development activities, hardware design and development, systems engineering and integration, system modeling, qualification and testing, and repair capabilities for delivered test assets. The deadline for responses is October 7, 2025, and despite the sole source intent, all responsible sources may submit capability statements, proposals, or quotations for agency consideration. The justification for sole source selection centers on Northrop Grumman's position as the current producer and sustainment provider, with the government asserting that selecting any other vendor would result in substantial duplication of effort and unacceptable delays. The contract structure will utilize a combination of all contract types to accommodate the diverse requirements of lifecycle support activities for these advanced weapon systems.
