About this opportunity
The Library of Congress has issued a Notice of Intent to Sole Source a contract to Eastman Kodak Co for the procurement of specialized Kodak filmstock. This Special Notice, posted on April 16, 2026, is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 and represents the Library's intent to award a non-competitive contract rather than pursue full and open competition. The contract period will span twelve months with an option for an additional twelve months. This notice is not a request for quotes or proposals but instead invites interested parties to demonstrate their capability to provide the required filmstock. Any responses must be submitted in writing to Eric Pacheco at erpacheco@loc.gov by April 22, 2026, with the subject line "Notice of Intent - Kodak Film Stock."
The Library of Congress seeks to procure motion picture laboratory film safety stock specifically for preserving motion picture films within its collection at the Packard Campus Film Preservation Laboratory. The justification for sole-source procurement is grounded in the extremely limited global supply of motion picture film stock, with only two manufacturers worldwide—Eastman Kodak and ORWO—and the determination that several specific film stocks required are unique to Kodak and unavailable from alternative sources. Any interested parties responding to this notice must clearly demonstrate that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the Library's preservation mission. The Library has committed to monitoring the market for emerging manufacturers to increase competition opportunities in future procurements. This acquisition falls under simplified acquisition procedures and is anticipated to remain a single-source requirement for at least the next three to four years.
