About this opportunity
This Special Notice is from the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA). It announces NOAA's intent to procure three planetary speed reducers from Appleton Marine Inc. of Appleton, Wisconsin on a sole source basis. The speed reducers are essential components for the repair and operation of NOAA Ship Oscar Dyson's Appleton Marine BMD-0646 capstans.
The purpose of this Special Notice is to justify NOAA's decision to sole source the purchase of these specialized speed reducers, which are proprietary to the original equipment manufacturer, Appleton Marine. The notice cites the unique design and performance requirements of the reducers, as well as the lack of compatibility with alternative products, as the rationale for the sole source determination. The Special Notice invites other firms that believe they can provide equipment meeting the government's requirements to submit substantiating documentation within 15 days. However, NOAA reserves the discretion to determine whether to conduct a competitive procurement based on the responses received. No solicitation package is available, and oral communications are not acceptable in response to this notice.
Notice text
NOTICE OF INTENT TO SOLE SOURCE
NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Appleton Marine Inc, of Appleton, Wisconsin, for the direct replacement purchase of three (3) each planetary speed reducers for the repair of their three Appleton Marine BMD-0646 capstans aboard NOAA Ship Oscar Dyson.
The sole source determination is based on the requirement for original equipment manufacturer parts for direct replacement. This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The YMD-11536 planetary speed reducers are specialized components crucial for the functionality of the Appleton Marine Capstan Model BMD-0646. These reducers are designed specifically to meet the requirements and specifications of the capstan, ensuring optimal performance and reliability in marine operations.
Essentiality to the Government’s Requirements:
The YMD-11536 planetary speed reducers are essential to the Government’s requirements due to their seamless integration with the Appleton Marine Capstan Model BMD-0646. These reducers are engineered to withstand the demanding conditions of marine environments, providing precise control and torque transmission necessary for efficient and safe operation. Without these specific reducers, the capstan may experience compatibility issues, decreased performance, and increased risk of failure, compromising mission success and personnel safety.
Mission Impact if Requirement is Not Solicited for the Brand Name:
If the requirement for the YMD-11536 planetary speed reducers is not solicited as a brand name item, it could lead to significant mission impact. Substituting with alternative reducers may result in compatibility issues, decreased efficiency, and compromised safety during marine operations. Failure to meet the precise specifications and performance standards of the Appleton Marine Capstan Model BMD-0646 could jeopardize critical missions, delay operations, and incur additional maintenance costs.
Infeasibility of "Brand Name or Equal" Description (FAR 11.104):
A "brand name or equal" description cannot be used for the YMD-11536 planetary speed reducers because their design and specifications are proprietary to the manufacturer. Attempting to procure equivalent reducers may not guarantee compatibility, performance, or reliability with the Appleton Marine Capstan Model BMD-0646. The unique engineering and quality assurance standards of the brand name item cannot be replicated by other manufacturers, making it impractical to consider alternatives without risking operational integrity.
Inability of Other Companies’ Similar Products to Meet Agency’s Needs (FAR 11.105):
Other companies' similar products do not meet, nor can they be modified to meet, the agency's needs for several reasons:
Lack of Compatibility: Alternative reducers may not be specifically designed to integrate seamlessly with the Appleton Marine Capstan Model BMD-0646, leading to compatibility issues and operational inefficiencies.
Different Specifications: The YMD-11536 planetary speed reducers are engineered to meet precise specifications tailored to the capstan's requirements, ensuring optimal performance and reliability. Alternative products may not match these specifications, resulting in subpar performance and increased risk.
Proprietary Design: The design and engineering of the YMD-11536 reducers are proprietary to the manufacturer, making it impossible for other companies to replicate or modify their products to meet the agency's needs effectively.
In conclusion, the YMD-11536 planetary speed reducers are indispensable components essential for the reliable and efficient operation of the Appleton Marine Capstan Model BMD-0646 in critical marine applications. Their unique design, compatibility, and performance characteristics justify their procurement as brand name items, ensuring mission success and operational integrity.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
