About this opportunity
The United States Department of Agriculture Forest Service has published a Notice of Intent to Award a Sole Source contract for SpatialPro and NavLab Software to Phoenix LiDAR Systems. This is not a competitive solicitation or request for proposals, but rather a formal notification of the agency's intention to proceed with a single-source procurement under Simplified Acquisition Procedures. The Forest Service has determined that only Phoenix LiDAR Systems can provide the required software capabilities, as these are proprietary modules essential for processing data from the agency's Recon-XT lidar sensor systems. The notice falls under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software). The procurement involves renewal of maintenance and subscription support for specialized software licenses that enable critical lidar data processing capabilities.
The primary purpose of this sole source award is to renew licenses for NavLab Embedded Module and SpatialPro Module, both plug-ins for Spatial Explorer software that are essential for the Forest Service's lidar data operations. Interested parties have until September 19, 2025, at 3:00 PM EST to respond and demonstrate their capability to fulfill this requirement, though they must provide clear and convincing evidence that competition would benefit the government. The software enables critical functions including data ingest, processing, editing, trajectory correction, and advanced analysis of lidar point clouds and surface models collected by the agency's three Recon-XT lidar sensor systems. Market research conducted in July 2024 confirmed that these proprietary software licenses are only available directly from Phoenix Lidar Systems and cannot be obtained through standard government procurement vehicles like GSA Advantage or NASA SEWP. The government reserves full discretion in determining whether to conduct a competitive procurement based on any responses received, and will not reimburse costs associated with providing capability information.
