About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Notice of Intent to Sole Source for a Commercial Multiple Listing Services (MLS) platform contract. The FBI, operating 56 Field Offices and 100 Resident Agencies nationwide, requires comprehensive real estate data access to support facility identification, evaluation, and acquisition across all 50 states. The proposed contractor is CoStar Realty Information, Inc., based in Washington, DC. This sole source award is justified under FAR 6.302-1, citing CoStar as the only responsible source capable of meeting the FBI's specific requirements. The contract notice was posted on February 19, 2026, with a deadline for comments by March 31, 2026. The anticipated contract period runs from June 1, 2026, through May 31, 2027, with four optional 12-month renewal periods available.

The FBI's requirement is to obtain access to a unified MLS platform providing nationwide commercial real estate coverage for both sale and lease properties, supported by real-time market data and integrated analytics capabilities. The platform must deliver authoritative market intelligence including trends, comparable properties, vacancy rates, and rental rate trajectories to support timely market research and acquisition planning. The contract calls for eight user licenses to accommodate FBI personnel across the organization. CoStar was selected as the sole source provider due to its proprietary database, advanced market intelligence tools, and nationwide consistency, capabilities the government asserts are unavailable through other providers or fragmented regional solutions. This is a Firm Fixed-Price contract, and interested parties may submit comments regarding the sole source justification by the March 31, 2026 deadline.

Description of Requirement

The Federal Bureau of Investigation (FBI) requires access to comprehensive Commercial Multiple Listing Services (MLS) that provide nationwide coverage across all 50 U.S. states. The FBI maintains 56 Field Offices and 100 Resident Agencies, and the need to identify, evaluate, and secure real estate to meet mission requirements is not limited to specific regions or markets. To support ongoing and emerging facility needs, the MLS platform must:

• Provide nationwide commercial real estate coverage
• Include properties for sale and for lease
• Offer real‑time, authoritative market data
• Provide integrated data analytics, including market trends, historical comparables, vacancy rates, rental rate trajectories, and other commercial real estate intelligence
• Support eight (8) user licenses for FBI personnel

This capability is essential for timely market research, site identification, and acquisition planning across the FBI’s dispersed operational footprint.

---

Authority

The Government intends to award this requirement on a sole source basis under FAR 6.302‑1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

---

Rationale for Sole Source

CoStar Realty Information, Inc. is the only known responsible source capable of providing a single, unified MLS platform with:

• Nationwide commercial real estate coverage
• Real‑time, verified market data
• Integrated advanced data analytics
• Consistent, authoritative information across all 50 states

CoStar’s proprietary database, market intelligence tools, and integrated research capabilities are not available through any other provider with comparable breadth, accuracy, or nationwide consistency. Regional or fragmented MLS solutions cannot meet the FBI’s mission requirements, would introduce delays, and would significantly increase administrative burden and cost.

---

THIS NOTICE IS NOT A REQUEST FOR QUOTES OR PROPOSALS.

However, interested parties may submit a capability statement demonstrating the ability to meet the Government’s requirements. Responses must clearly show the vendor’s capability to provide nationwide MLS access with integrated data analytics equivalent to CoStar’s proprietary platform.
