About this opportunity
The United States Army Corps of Engineers Engineer Research and Development Center - Geotechnical and Structures Laboratory has issued a Special Notice regarding their intent to award a sole source contract for servicing Asphalt Lab Pine Superpave Gyrators. The agency plans to award a purchase order directly to Pine Test Equipment under FAR 13.106-1(b)(1), citing that Pine Test Equipment is the only qualified source for this procurement. Market research conducted by ERDC indicates that Pine Test Equipment's factory technicians are the exclusive service providers with the necessary knowledge, skills, and ability to repair this proprietary equipment. This notice falls under the NAICS category of Analytical Laboratory Instrument Manufacturing and the PSC category for maintenance, repair, and rebuild of instruments and laboratory equipment. The notice was posted on August 28, 2025, by the Department of the Army Corps of Engineers Engineer Research and Development Center.
The primary purpose of this Special Notice is to inform the marketplace of the government's intention to proceed with a sole source procurement while providing an opportunity for other potential contractors to demonstrate their capabilities. Any interested parties who believe they can fulfill the servicing requirements must submit a capability statement detailing their related products or services by September 12, 2025, to Christine.L.Shuck@usace.army.mil with the opportunity title in the subject line. The government will review submissions solely to determine whether to conduct a competitive procurement instead of the planned sole source award. Contractors must demonstrate technical capability to service the specialized asphalt laboratory equipment, though the government retains full discretion in deciding whether to alter their acquisition strategy based on received responses. Telephone responses are explicitly not accepted, and there is no guarantee that submissions will change the government's current sole source approach.
