About this opportunity
The U.S. Customs and Border Protection (CBP), an agency under the Department of Homeland Security, has issued a Notice of Intent to Sole Source for satellite airtime services. This special notice, posted on December 2, 2025, announces CBP's intention to award a Firm Fixed Price contract to Skymira LLC, located in Milford, Connecticut, for the procurement of satellite communication services. The contract covers one hundred and twenty (120) ISAT DataPro plans and activations to support GPS tracking devices used by CBP personnel. This is neither a request for proposal nor an invitation for bids, but rather a formal notification of a sole source procurement determination. CBP has determined that only Skymira can provide the necessary airtime services, as their satellite data and network are exclusively compatible with the Skymira tracking device hardware previously acquired by the government.
The primary objective of this procurement is to maintain an uninterrupted connection between CBP's satellite tracking system and its UniTrac server located at the Air and Marine Operations Center in Riverside, California, enabling continuous global positioning and tracking capabilities for officer safety and intelligence operations. The contract period extends from October 1, 2025, through September 30, 2026, with a Firm Fixed Price arrangement. The deadline for interested contractors to submit a capabilities statement is December 9, 2025, and all submissions must be directed to the Contract Specialist, Nykia Warren, at nykia.warren@cbp.dhs.gov. While this is a sole source award, any contractor who believes they possess the capability to meet the stated requirements is invited to submit documentation demonstrating their ability to provide airtime for the specified GPS tracking devices. Performance of work will occur at March Air Reserve Base in California and requires compliance with strict security protocols, including escorted base access and valid documentation presentation.
