About this opportunity

The Office of the Comptroller of the Currency (OCC), a bureau of the Department of the Treasury, has published a Notice of Intent to Sole Source for a Risk.net Management subscription contract. The OCC intends to award this contract to Infopro Digital, Inc., located in New York, New York, utilizing FAR 13.5 Simplified Procedure for Certain Commercial Items. The subscription provides comprehensive news, analysis, and a searchable database covering risk management, derivatives, and complex finance topics. The initial contract period runs from June 2026 through June 2027, with four optional one-year renewal periods available. This sole source determination reflects the vendor's exclusive ownership and development of the proprietary Risk.net platform, for which the OCC determined no viable alternatives exist in the market.

The OCC's objective is to maintain access to authoritative, mission-critical risk management content and analysis that supports the agency's regulatory and operational functions. The due date for submission of pricing and technical documentation establishing capability to meet requirements is April 20, 2026. While this notice indicates intent to sole source, it is not a formal request for quotes, and no competitive solicitation will be issued; however, the OCC retains sole discretion to proceed with a competitive procurement based on responses received. The determination is based on market research confirming that Infopro Digital is the exclusive owner of the Risk.net platform and that no comparable alternative vendors offer equivalent database breadth, depth, and content exclusivity. Interested parties should submit pricing information and sufficient technical documentation by the stated deadline, understanding that all submissions will be evaluated primarily to determine whether competitive procurement is warranted.
