About this opportunity
The National Institute of Environmental Health Sciences (NIEHS) has issued a Notice of Intent to Sole-Source for the acquisition of maintenance, software upgrade, and repair services for a Leica Aperio Versa Scanner. The agency plans to award a sole-source purchase order directly to Leica Microsystems Inc. under Federal Acquisition Regulation (FAR) Subpart 13.5 authority. The contract will have a 12-month period of performance and will be executed at Research Triangle Park, North Carolina. This procurement falls under NAICS code 811210 for "Other Electronic and Precision Equipment Repair and Maintenance" with a size standard of $30,000,000. The agency justifies the sole-source approach by stating that Leica and its Exclusive Regional Dealers are the only authorized source of factory-trained engineers capable of servicing and repairing Leica equipment.
The primary objective of this notice is to inform the contracting community of NIEHS's intent to proceed with a non-competitive procurement while providing an opportunity for potential contractors to demonstrate their capabilities. Interested parties have until September 15, 2025, to submit a written statement of capabilities via email to Odessa.mcglown@nih.gov, demonstrating their ability to meet the technical requirements. All offerors must maintain an active registration in the System for Award Management (SAM) to be eligible for consideration. The government retains complete discretion in determining whether to compete this requirement based on any responses received during the five-day response window. If no responsive statements of capabilities are submitted within the specified timeframe, NIEHS will proceed with the direct award to Leica Microsystems Inc. This notice serves as the government's final opportunity to identify alternative sources before committing to the sole-source acquisition approach.
