About this opportunity
The Department of the Interior's Bureau of Reclamation has issued a Notice of Intent to Sole Source for the procurement of 30 customized revenue meters. This special notice, posted on April 17, 2026, announces the government's intention to award a firm fixed-price purchase order to Schweitzer Engineering Laboratories (SEL) located in Pullman, Washington, without conducting full and open competition. The sole source authority is being exercised under FAR 6.103-1(b), which permits contracting from a single responsible source when supplies or services are available from only one source and no alternatives will satisfy agency requirements. Hoover Dam requires these specialized meters to bill the Western Area Power Administration for electricity generation. The procurement is expected to proceed without a competitive solicitation process.
Interested parties may submit capability statements by April 27, 2026, at 10:00 AM Pacific Time to demonstrate their capability to meet the requirement and potentially persuade the government to conduct a competitive procurement instead. Capability statements must include sufficient technical data and cost information with convincing evidence of the ability to fulfill the specification requirements. The specified revenue meter is the SEL-735 Power Quality and Revenue Meter configured with advanced features including a color touchscreen display, power quality recording functionality, Ethernet and serial communications capabilities, and meter data reporting software, priced at $10,731.49 per unit. There are no specific eligibility criteria restricting participation; however, any submissions must affirmatively demonstrate capability to meet the technical and cost requirements outlined in the attached specifications. The government retains sole discretion in determining whether to proceed with the sole source award or initiate a competitive procurement based on responses received.
