About this opportunity

The Bureau of Engraving and Printing (BEP), an agency within the Department of the Treasury, has issued a Notice of Intent to Sole Source for research and development services valued at $36 million over four years. The BEP intends to award a sole source Indefinite Delivery Vehicle contract to STA Technologies, Inc. for the advancement of proprietary security technologies for potential use in U.S. currency. This acquisition focuses on continuing the development, refinement, and industrialization of covert security features, associated sensing systems, and supporting production materials. The procurement is structured as a firm fixed price contract under NAICS code 541715 and will support the BEP's Security Features Division within the Office of Technology Development. The government has prepared a sole source justification in accordance with FAR 6.303, indicating that STA Technologies is considered the only viable source for this specialized work.

The primary objective of this notice is to advance security feature development through the Technology Development Process, specifically targeting the Test and Optimize (Phase 3) and Technology Integration (Phase 4) phases based on five previous sole source contracts with STA Technologies. Any interested parties who believe they can meet the BEP's requirements must submit responses by July 30, 2025, to the designated government points of contact via email, providing clear and convincing evidence of their capability to fulfill the outlined requirements. The government emphasizes that this is not a request for competitive proposals or quotes, but rather an opportunity for capable contractors to identify themselves and demonstrate their qualifications. STA Technologies was selected as the intended contractor due to their ownership of the intellectual property and specialized technical expertise necessary for the proposed security feature development. The BEP maintains that the determination whether to conduct a competitive procurement based on responses remains solely within the government's discretion, and the agency continues to promote competition through ongoing market research activities including Requests for Information and Broad Agency Announcements.
