About this opportunity
The U.S. Department of Agriculture's Agricultural Research Service announced on August 26, 2026, its intent to sole source a $130,000 purchase order to Innovesea Systems, Inc. for a complete suite of recirculating aquaculture system (RAS) components in support of the Research, Education, and Economics mission area. The components include pump sumps, degassing systems, moving bed biofilters, low-head oxygenators, head tanks, heating and chilling controls, diffuser kits, and control system panels to support broodstock nutrition and conditioning research on Atlantic salmon at the National Cold Water Marine Aquaculture Center at the University of Maine.
Market research on April 24, 2026, including searches of USDA inventory, GSA schedules, AbilityOne, Federal Prison Industries, and open market sources, combined with industry expert interviews, identified no alternative suppliers capable of providing all required components as a compatible package. Innovesea-configured features including oxygen solenoid panels, optical dissolved oxygen sensors, emergency oxygen integration, and proprietary control panel elements cannot be replicated by other vendors without compromising system function or voiding warranties. The equipment must integrate seamlessly with existing Innovesea systems already in place at the facility.
Interested responsible sources may submit a capability statement by September 10, 2026, at noon Eastern Standard Time demonstrating clear, compelling, and convincing evidence that competition would be advantageous to the Government. The Government reserves sole discretion to conduct a competitive procurement based on responses received. Contact Alexis Galloway at alexis.galloway@usda.gov.
