About this opportunity

The Bureau of Engraving and Printing (BEP), part of the Department of the Treasury, has issued a Notice of Intent to Sole Source for research and development services related to U.S. currency security features. The BEP's Office of Technology Development, specifically the Security Features Division, intends to award a five-year Indefinite Delivery/Indefinite Quantity contract to Southwest Research Institute (SwRI) for developing proprietary technology to enhance currency security. This is classified under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a PSC code of AJ12 for General Science and Technology R&D Services. The contract structure will be a sole source, Firm Fixed Price arrangement, and the government has prepared justification in accordance with Federal Acquisition Regulation 6.303. The notice was posted on June 25, 2025, and represents the government's intent to proceed without competition unless compelling alternatives emerge.

The primary objective of this special notice is to provide transparency regarding the government's intention to sole source this specialized R&D contract while allowing other potential contractors to demonstrate their capabilities. Interested parties who believe they can meet the BEP's requirements must submit responses by July 9, 2025, to Kevin Ibershoff and Kim Read via email, providing clear and convincing evidence of their ability to fulfill the stated requirements. The government will evaluate these responses solely to determine whether competitive procurement should be conducted, though the final decision remains at the government's discretion. Contractors must demonstrate capability to provide research and development services and materials for proprietary security technology development. This notice explicitly states it is not a request for quotes or proposals, and questions should be directed to the specified government points of contact. The ultimate determination of whether to proceed with sole source or competitive procurement rests entirely with the government based on the quality and substance of responses received by the August 9, 2025 due date.
