About this opportunity
The U.S. Census Bureau has issued a Notice of Intent to award a sole source contract to Amgraf, Inc. for Questionnaire Design & Metadata (QDM) Enhancements and Maintenance Services. The contract, valued at $2,215,000, will provide software licensing and technical support for the One Form Designer Plus (OFDP) platform over a one-year base period with four consecutive 12-month option years from September 16, 2025 through September 15, 2030. The Census Bureau is utilizing Federal Acquisition Regulation (FAR) 13.501(a) in accordance with 41 U.S.C.1901 as the statutory authority for this noncompetitive procurement. This sole source arrangement is being pursued because market research determined that Amgraf is the only vendor capable of meeting all technical requirements for the specialized form rendering system needed by the Census Bureau's Data Ingest and Collection for the Enterprise (DICE) program.
The primary objective of this procurement is to obtain a sophisticated software solution that will support the Census Bureau's upcoming Decennial, Demographic, and Economic Censuses from 2022 to 2030. The required system must provide advanced capabilities including XML-based rendering engines, Windows PC-compatible forms designer software, batch composition functionality, and pixel-by-pixel proofing to improve data quality and reduce respondent burden. Interested contractors who believe they can meet these technical requirements must submit capability statements by 1:00 PM EST on August 14, 2025, to designated Census Bureau contacts. The system must integrate with existing internal platforms including IBEAM, QDM, and MOJO while maintaining backwards compatibility with current survey systems. Key goals include enhancing respondent experience, improving data product quality, accelerating data release timelines, increasing organizational flexibility, and reducing operational costs across the Census Bureau's data collection operations.
