Notice text

Notice of Intent. The U.S. Department of Agriculture, ARS, Stoneville, Mississippi, intends to award a sole source procurement to Werner Mathis, USA, P. O. Box 1626, Concord North Carolina 28026-1626, for accessories ordered for the textile fabric padder that is used to apply experimental solutions to fabric in a predictable manner from Werner Mathis at the research unit on-site.

The procurement of the Mathis Padder, HVF-500 will include and have the following specifications:

(1) Up- and unwinding device with drive resp. brake, with 2 winding roller and gear wheels
(2) Additional winding roller
(3) Set gear wheels for drive of both rollers, including casing
(4) Heating for liquor trough (electric temperature measuring and regulating instrument)
(5) Economic trough 200 ml for small samples
(6) Liquor displacement body
(7) Automatic pressure release when pressing stop button
(8) Undercarriage with rolls and brake

Cotton Chemistry and Utilization (CCU) has a series of related Mathis textile equipment all of which is designed to work together. In particular, the unit dimensions, fabric dimensions, and functional features of the proposed unit match those in the rest of the CCU Mathis equipment. The dimensions and features must match our current equipment because these items create and treat fabrics. The samples must have the same dimensions to work in another machine of the same manufacturer but with a different function. As an example, a fabric is steam heated in one machine and then subsequently dried in another machine. The fabric must have the same width for example for this to occur. There is no other known manufacturer with the degree of control (temperature, speed and pressure), degree of flexibility (vertical or horizontal) and degree of compatibility with CCU current equipment. For these reasons, this unit is uniquely able to maintain continuity of research operations.

Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The accessories will be located at the USDA, ARS, MSA, SRRC, 1100 Robert E. Lee Blvd., New Orleans, LA. 70124. The Government intends to award a firm fixed price purchase order on or about December 22, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, December 21, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted via email/ mail to the Contracting Officer at the following address:
