About this opportunity

The Executive Office for United States Attorneys (EOUSA) issued a notice of intent to sole source ScanWriter Excel Standard Workstation software and maintenance to Personable, Inc., under FAR 6.302-1 (only one responsible source), with a five-day response window closing May 19, 2026. This is not a competitive solicitation and no Request for Quote will be issued; the notice is informational only, though the Government will consider any information received within five days of publication. EOUSA justifies the sole-source award on the grounds that ScanWriter's capability to process multi-year bank records, handwritten checks, and PDF documents into customizable Excel formats—accomplishing in one to two hours what would otherwise require prohibitively expensive manual data entry by financial analysts or forensic auditors—is cost-effective for criminal investigators in United States Attorneys' District Offices. The software's integration with Microsoft Power BI for automated template creation and geo-tagged mapping supports white-collar fraud and human trafficking case analysis. EOUSA distinguishes ScanWriter from competing products (CFIS and Bankscan) on its ability to handle diverse document types and formats. Interested parties may submit information to Bryant Gilbertson, Contracting Officer, at bryant.gilbertson@usdoj.gov.

Notice text

The Executive Office for United States Attorneys (EOUSA) intends to solicit and award a Purchase Order to Personable, Inc, 17600 Newhope Street, Fountain Valley, CA 92708, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

EOUSA anticipates award of a contract, on a sole source basis, to Personable, Inc for brand name ScanWriter Excel Standard Workstation software and maintenance for criminal investigators appointed within the United States Attorneys’ District Offices for use in real time for its capabilities and cost effectiveness.  To have a financial analyst, forensic auditor, or contractor hand enter data into spreadsheets is cost prohibitive.  Scanwriter can process a single bank account of 5 to 6 years with hundreds of thousands of pages of transactions within an hour or two.  It exponentially increases the capabilities of the DOJ Agents to analyze bank records, credit cards, phone records and other data in pdf format at a substantial cost savings to DOJ. Scanwriter is different from CFIS and Bankscan in that Scanwriter can handle bank records, handwritten checks, cell phone records and any pdf. If the document is a pdf, scanwriter can process it into excel with customizable data.  The software also now utilizes Microsoft Power BI to create and automate templates that can assist in tracking white collar fraud expenditures, cell phone records and human trafficking cases using geo tags and other mapping features.

This notice is not a request for competitive quotations.  A Request for Quote will not be available for this requirement.  The intent of this solicitation is for informational purposes only.  However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Bryant Gilbertson, Contracting Officer, at bryant.gilbertson@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government.  Telephonic questions or requests are strongly discouraged.
