About this opportunity
The U.S. Army Corps of Engineers, Jacksonville District, has published a Notice of Intent to Sole Source contract award for endangered sea turtle nesting surveys and monitoring in Palm Beach County, Florida. This Special Notice, posted on February 20, 2026, announces USACE's intention to award a sole-source contract to DB Ecological Services Inc. (CAGE 3FAY9), based in Boca Raton, Florida, without conducting full and open competition. The contract is being awarded in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which permits sole-source procurement under specific circumstances. No solicitation will be posted for this requirement, and no telephone requests will be honored.
The contract addresses sea turtle monitoring and surveying requirements stemming from the Palm Beach County Mid-Town Flood Control and Coastal Emergencies Coastal Storm Risk Management Project, which involves nourishing approximately 2 miles of shoreline impacted by recent severe coastal storms and ongoing erosion. The work is mandated by the 2015 Shore Protection Activities Statewide Programmatic Biological Opinion issued jointly by the U.S. Fish and Wildlife Service and the Florida Department of Environmental Protection, which requires during and post-construction sea turtle nest monitoring, escarpment surveys, and lighting surveys. DB Ecological Services Inc. has been determined as the sole responsible source capable of performing this work, as the company is the permit holder for the associated Joint Coastal Permit. Since USACE is using sole-source procedures, no competitive bidding is available, and interested parties cannot formally submit proposals for this contract opportunity.

Notice of Intent to Sole Source – Palm Beach County Ocean Ridge Endangered Sea Turtle Nesting Surveys and Monitoring
NOTICE OF INTENT TO SOLE SOURCE
The U.S. Army Corps of Engineers (USACE), Jacksonville District established a contract with DB Ecological Services Inc (CAGE 3FAY9), of Boca Raton, FL, on a sole-source basis IAW FAR 13.106-l(b)(l), to conduct during and post construction surveys and monitoring for nesting Threatened and Endangered (T&E) Sea Turtle species within the project footprint of the Palm Beach County (PBC) Mid-Town Flood Control and Coastal Emergencies (FCCE) Coastal Storm Risk Management (CSRM) Project.
Recent storm damages and ongoing erosion have contributed to shoreline storm barrier loss and destabilization. Over the past two years the Mid-Town shoreline has been severely impacted by coastal storms (most notably Nor’easter events, and hurricane Helene). As a result of this extensive erosion on the Federal beach project area, FCCE funding was provided. The PBC Mid-Town FCCE CSRM project consists of nourishing approximately 2 miles of shoreline from FDEP reference monument R-92 to R-102 in Palm Beach County, Florida. The 2015 Shore Protection Activities along the Coast of Florida Federal Statewide Programmatic Biological Opinion (SPBO) from the U.S. Fish and Wildlife Service (USFWS) and the Florida Department of Environmental Protection (FDEP) Joint Coastal Permit (JCP) issued as Permit No (PERMIT NUMBER IS REDACTED), requires during and Post-construction Sea Turtle Nest Monitoring, escarpment surveys, and lighting surveys. This permit was issued to DB Ecological Services Inc.
Based on the foregoing, DB Ecological Services Inc is determined to be the only responsible source. This requirement will be solicited using other than full and open competition in accordance with 13.106-l(b)(l).
No solicitation will be posted for this requirement. No telephone requests will be honored.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.
