About this opportunity

The Army Corps of Engineers Portland District issued a notice of intent to sole-source Opto 22 equipment for the Black Canyon SCADA system, with responses due by August 25, 2026. The procurement covers groov EPIC controllers, I/O modules, power supplies, chassis components, communication modules, and associated software licenses required to maintain the existing Generic Data Acquisition Control System (GDACS) architecture supporting mission-critical hydropower infrastructure. Engineering analysis determined that the Opto 22 platform is necessary to maintain compatibility with GDACS and avoid substantial redesign, software redevelopment, retraining, and cybersecurity documentation updates; this requirement was validated under ITAS Approval No. 20260409149063118. The notice explicitly invites any responsible source to submit a capability statement and quotation demonstrating ability to provide the complete, technically acceptable solution including all required hardware, proprietary software, licenses, and support. Award will be made to the source determined capable of meeting requirements at a fair and reasonable price. The equipment list includes 14 line items across controllers, I/O modules, power supplies, chassis, and software licenses in specified quantities.

Notice text

The Government requires the procurement of Opto 22 "groov" EPIC controllers, I/O modules, power supplies, chassis components, communication modules, and associated software licenses to support the Black Canyon Supervisory Control and Data Acquisition (SCADA) system. This equipment will be integrated into the existing Generic Data Acquisition Control System (GDACS) architecture and is required to maintain reliable operation, monitoring, and control of mission-critical hydropower infrastructure.

Engineering analysis determined that the Opto 22 platform is required to maintain compatibility with the existing GDACS environment and avoid substantial redesign, software redevelopment, retraining, cybersecurity documentation updates, and associated duplication of costs.

The requirement was validated and approved through ITAS Approval No. 20260409149063118.

Although the Government intends to award to Opto 22 based on the current determination that only one source is reasonably available, this notice also provides any responsible source an opportunity to submit a capability statement and quotation.

To be considered, a respondent must demonstrate its ability to provide the complete, technically acceptable solution—including all required Opto 22 hardware, proprietary software, software licenses, and support—meeting every Purchase Description and Salient Characteristic requirement (above).

Award, if made, will be made to the source determined capable of meeting the Government’s requirements at a fair and reasonable price.
