Pursuant to (FAR) 13.106-1(b), The National Science Foundation (NSF) and the Office of Inspector General (OIG) intends to negotiate a sole source purchase order with Wolters Kluwer Financial Services, Inc. NSF OIG needs a reliable system for documenting information about ongoing and archived audit projects. Use of an electronic audit software tool to document audit work is a major part of maintaining the quality of audit products and ensuring audit work is performed in accordance with Government Auditing Standards and NSF OIG policy.
The following features of this software are considered critical:
- indication that recommendation data would be able to be queried and reported
- effective integration of legacy data into follow-on system
- point-to-point hyperlinking across native and non-native workpapers
- migration of all data (work papers, audit evidence, etc) from the legacy system into a usable format
The anticipated period of performance is one (1) base year starting September 1, 2020 through August 31, 2021 and four (4) one-year option periods. Wolters Kluwer Financial Services, Inc. is the only source for the required services.
The notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. All responsible sources may submit a capability statement for consideration by the agency, demonstrating an ability to provide these or equivalent services. Capability statements are due to the Contracting Officer listed in this announcement no later than Monday, January 13, 2020 at 12:00 p.m. EST.
