About this opportunity
The Defense Health Agency Contracting Activity (DHACA) has published a Special Notice regarding the intent to sole source Non-Human Primate (NHP) jackets for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID). This notice was posted on March 3, 2026, and represents a Firm Fixed Price contract award under the authority of 41 USC 1901 and FAR 12.102, which permits restricted competition for certain commercial items. The DHACA intends to award the contract to Lomir Inc., identifying them as the sole source supplier capable of meeting the Government's minimum essential characteristics for this requirement. While NHP jackets are available from other distributors, Lomir Inc. is distinguished as the only distributor able to supply the complete product with all essential materials needed for construction. This is not a request for quotations, and interested vendors may challenge the sole source basis by submitting capability statements.
Vendors wishing to challenge this sole source procurement must submit capability statements to the DHACA by March 18, 2026, at 10:00 a.m. Eastern Time via email to grant.a.gratton.civ@health.mil or tonya.r.kreps.civ@health.mil, with submissions limited to Microsoft Word or Adobe PDF format. The capability statement must include sufficient detail and convincing evidence demonstrating the capability to provide the supplies, and requests that only ask questions will not be considered affirmative responses. There are no specific eligibility restrictions stated in this notice, though vendors must demonstrate their ability to meet the Government's minimal essential characteristics for NHP jackets. The Government retains sole discretion to determine whether to conduct a competitive procurement or proceed with the sole source award to Lomir Inc. based on responses received to this notice.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.
