About this opportunity

The Defense Health Agency Contracting Activity (DHACA), on behalf of the Armed Forces Medical Examiners System (AFMES), has issued a Notice of Intent to award a sole source firm fixed price contract to NMS Labs for forensic toxicology testing services. This special notice, posted on February 13, 2026, is not a request for competitive proposals but rather a notification of the government's intent to award a contract under the authority of FAR 6.103-1, which allows for sole source awards when only one responsible source can satisfy agency requirements. The contract is classified under NAICS code 541380 (Testing Laboratories and Services) with a business size standard of $19.0 million. NMS Labs, a large business concern located in Horsham, Pennsylvania, has been identified as the intended recipient due to its unique capability to provide the required forensic toxicology testing services. The work will be performed at Dover Air Force Base in Dover, Delaware.

The objective of this sole source award is to establish a contract for forensic toxicology testing services to support AFMES operations, with a contract value ceiling of $150,000 and a performance period spanning five years from March 1, 2026 through February 28, 2031, consisting of a base year plus four optional one-year periods. Interested sources have until February 28, 2026 to submit capability statements not exceeding six pages that demonstrate their management and technical capability, as well as cost information, to perform the required services, including certified forensic toxicology analysis, specimen handling, and monthly reporting to the Contracting Officer Representative. The contractor must be certified by either the American Board of Forensic Toxicology (ABFT) or ISO 17025 and must provide a wide variety of validated forensic toxicology tests on various specimen types including blood, urine, vitreous fluid, and tissue. The government will consider all capability statements received by the due date and reserves the right to make a non-competitive award determination, meaning the submission of responses does not guarantee a competitive evaluation or contract award to entities other than the intended awardee.
