About this opportunity

The Air Force Life Cycle Management Center, Human Systems Division (AFLCMC/ROU) at Wright-Patterson Air Force Base has issued a Notice of Intent to Sole Source for Next Generation Fixed Wing Helmet Windblast Testing. The agency intends to award a sole source contract to Dayton T. Brown in Bohemia, New York for specialized testing services. The contract will be structured as a Firm Fixed Price Commercial Purchase Order under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences. The statutory authority for this non-competitive acquisition is 10 USC 2304(c)(1), implemented by FAR 13.106-1(b)(1)(i). The contract includes initial engineering setup, two windblast shots at 600 Knots Equivalent Air Speed, camera rentals, and a test report.

The purpose of this sole source action is to conduct critical windblast testing on the Next Generation Fixed Wing Helmet to evaluate engineering changes to the visor assembly and ensure aircrew protection during ejection scenarios. The testing must be performed at speeds up to 600 KEAS using specialized facilities that only Dayton T. Brown possesses according to the government's market research. Any responses from potential contractors must be submitted via email to the specified Air Force contacts no later than 5:00 PM EDT on October 3, 2025. While this is not a request for proposals, all responsible sources may submit bids, proposals, or quotations for consideration. The government has determined that Dayton T. Brown is the only known source capable of meeting the specific testing requirements outlined in the September 29, 2025 Test Plan. The small business size standard for this opportunity is 1,000 employees, and the government commits to ongoing market research to identify potential future vendors for competitive windblast testing.
