About this opportunity
The U.S. Army Corps of Engineers Mission Support Battalion issued a Notice of Intent to sole source a firm-fixed-price contract to The Earth Genome for enhancement, expansion, and sustainment of the National Managed Aquifer Recharge Assessment Tool (Recharge IQ), with written responses due by August 26, 2026. This is a sole-source procurement under Revolutionary Federal Acquisition Regulation Overhaul 13.101(b) authority; any interested vendor may submit written evidence within 15 days of publication demonstrating capability to perform, but the government reserves sole discretion to determine whether competition is advantageous. The justification rests on The Earth Genome's unique ownership of intellectual property and specialized knowledge derived from developing the original Recharge IQ tool under a prior cooperative agreement with Arizona State University, combined with Bayh-Dole Act retention of IP rights, positioning them as the only known source capable of timely and cost-effective modifications. Work includes improving documentation and user interface, expanding functionality with new data indicators, interactive map features, enhanced cartography, and improved data export; broadening the tool from single Flood-MAR assessment to comprehensive multi-type national MAR platform covering Runoff Capture, Indirect Reuse, Levee Setbacks/Riverbank Filtration, and In-Lieu Recharge; and providing operations and maintenance with 99% uptime target during business hours. The base period is 12 months, fully funded with Civil Works appropriations at time of award. The USACE Institute for Water Resources administers the contract to fulfill Water Resources Development Act 2022 Section 8108 requirements. Future government acquisitions will obtain Government-Purpose Rights to all new enhancements and documentation to enable future competition.
