About this opportunity

The United States Marine Corps Installations-National Capital Region Regional Contracting Office in Quantico, Virginia has issued a Special Notice announcing its intent to award a sole source purchase order to SPIKA DESIGN & MANUFACTURING, INC. for a customized mobile work platform. The procurement is designated as a Woman-Owned Small Business sole source acquisition under Federal Acquisition Regulation Subpart 19.1506, as the government has determined that only one source is reasonably available to meet agency requirements. The contractor holds CAGE Code 4AC84 and is a SBA-Certified Woman-Owned Small Business. The acquisition falls under NAICS Code 333923 for Overhead Traveling Crane, Hoist, and Monorail System Manufacturing and PSC Code 1730 for Aircraft Ground Servicing Equipment. This notice was posted on August 27, 2025, with responses due by September 1, 2025.

The mobile work platform is intended to replace outdated equipment and enhance safety for restoration and maintenance operations at Marine Corps museum facilities, providing safe elevated access to large artifacts including aircraft, tanks, and vehicles. The platform must include specific technical requirements such as a trailing stair, dimensions of 96" L x 48" W with 36" sliders, height range of 48" minimum to 144" maximum, electric actuation rails on four sides, and camlocked features. While this is not a request for competitive quotes, the government will consider capability statements from other responsible sources if submitted within five calendar days of publication and by the September 1 deadline. The Marine Corps has conducted market research confirming that SPIKA DESIGN & MANUFACTURING is the original equipment manufacturer and only source capable of providing the required specialized platform. Any capability statements received will be evaluated solely to determine whether a competitive procurement should be conducted instead of the planned sole source award.
