About this opportunity

The Department of Homeland Security Office of Procurement Operations issued a notice of intent to sole source a contract for the MURS Upgrade to MDDP on May 5, 2026. The procurement is restricted to the incumbent contractor based on technical specifications and system integration requirements unique to the existing MURS fleet. The objective of the MURS Service Life Extension Program (SLEP) is to upgrade MDDP's aging MURS systems to MURS 3.0, an advanced mobile radiation detection, identification, and source localization system integrated into a 4x4 vehicle. MURS 3.0 combines neutron and gamma detection modules with day/night contextual imaging and internal navigation subsystems, designed to meet MIL-STD-910G Ground Mobile requirements for shock, vibration, and impact. The system delivers urban threat detection and tracking with high-resolution contextual imagery and interactive urban maps. MURS 3.0 incorporates improved size, weight, power consumption, reliability, and modularity compared to legacy systems. The notice affords other interested parties an opportunity to submit a written request for consideration before the sole-source award is finalized.

Notice text

The objective of the MURS SLEP is to upgrade MDDP’s fleet of aging MURS systems to MURS 3.0.  MURS 3.0 is an advanced mobile radiation detection, identification, and source localization system coupled with day/night contextual imaging and internal navigation subsystems discreetly installed in a 4x4 vehicle.  The MURS assembly was designed to meet MIL-STD-910G Ground Mobile requirements for shock, vibration, and impact.  The system offers urban threat detection, identification, and tracking with actionable information through high resolution contextual imagery and interactive urban maps.  The MURS module consists of neutron detectors for L/R detection of neutron sources and the main processing nodes required to process signals from both the neutron and gamma detections.  The 3.0 design also includes improved size, weight, power consumption, reliability, and modularity.
