About this opportunity
The 35th Contracting Squadron, Pacific Air Forces at Misawa Air Base, Japan, issued a Notice of Intent to Sole Source to Motorola Solutions (UEI MSJ4JJEFNDE6) for a firm-fixed price purchase order, with a response deadline of September 3, 2026. Market research determined that Motorola Solutions is the only vendor capable of meeting the requirement for a Bi-Directional Amplifier and accessories to restore portable radio coverage at the installation.
The acquisition is authorized under 10 U.S.C. 3204(a)(1) for sole source award and is classified under NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing). The justification for competition restriction centers on interoperability requirements: Misawa Air Base's Land Mobile Radio system integrates with a theater-wide Trunked Enterprise Land Mobile Radio system supporting U.S. Department of Defense installations across Mainland Japan, and Motorola brand components are required to ensure 100 percent interoperability with proprietary Motorola communications protocols that support emergency responders. Switching vendors would necessitate new supporting equipment, attachments, retraining, loss of serviceable inventory, and elimination of existing maintenance support.
Interested concerns that believe they can satisfy the requirement may submit written capability statements to the point of contact by 5:00 PM Eastern Daylight Time on September 3, 2026. Only written communications submitted via email to Shanna Price (shanna.price.2@us.af.mil) or Miriam Martinez (miriam.martinez.3@us.af.mil) will be considered. If no affirmative responses are received by the deadline, award will proceed without further notice. Information submitted will be used solely to determine whether competitive procedures may be employed for future procurements.
