About this opportunity
The International Development Finance Corporation (DFC) has published a Notice of Intent to Sole Source for Credit Risk Scorecard Model Validation services to be awarded to Moody's. This Special Notice, posted on April 15, 2026, announces the agency's intention to award a firm-fixed price purchase order without competitive bidding under Simplified Acquisition Procedures outlined in FAR 13.501(a). The contract is valued at approximately $1,250,000 and will cover a 12-month base period of performance. The DFC is providing advance notification to interested vendors and inviting capability statements that could influence future procurement decisions. This is not a formal solicitation, but rather a notice of the government's intent to pursue a sole source award when only one responsible source can satisfy agency requirements.
The primary objective of this procurement is to validate and enhance the agency's credit risk scorecard models through three integrated stages: model validation and rating scale assessment, implementation of model enhancements to Excel-based prototypes, and programming and deployment within the existing Moody's CreditLens environment. Interested and responsible parties must submit capability statements by April 16, 2026, at 6:00 PM Eastern Time via email to Justine.Codling@dfc.gov, providing clear and compelling evidence that competition would benefit the government. The sole source determination is based on Moody's exclusive ownership and control of the proprietary CreditLens platform and related configuration rights, with market research confirming that while other firms could support portions of the work, only Moody's can execute the complete integrated requirement within the existing production environment. Responding vendors should note that the government will not reimburse any costs incurred in preparing responses, and the ultimate decision to pursue competitive procurement remains solely within the government's discretion.
