About this opportunity
The 19th Contracting Squadron at Little Rock Air Force Base intends to award a sole-source contract to Monaco Enterprises, Inc. for a technology refresh to Windows 11 for the existing Monaco Fire Alarm Reporting System, with a notice deadline of August 20, 2026. MEI is the original manufacturer and exclusive service provider of the proprietary fire, security, and life safety equipment currently deployed at the base; the company's software is proprietary and exclusively owned by MEI, with no third-party authorization for modification. Only MEI technicians possess the factory training, proprietary tools, and specialized test equipment required to program the hardware, integrate with the existing MEI D-21 system, verify operation, and perform repairs. The Air Force will solicit and negotiate directly under 10 U.S.C. 3204(a)(1) and R-DFARS 206.103-170, citing sole-source authority. The Government has determined no other responsible source can satisfy the requirement without compromising manufacturing, delivery, warranty, system integrity, or proprietary software licensing. Although this is not a competitive solicitation, interested parties may submit a statement of capabilities by August 20, 2026 if they can provide equivalent service without violating manufacturing or licensing constraints. The Government reserves discretion to compete the requirement based on responses received.
